Every patient has a right to choose between a private and public provider in primary care (Quaye, 2007).The health care system in Sweden is organized and managed on three level in the pastoral that include the national level, regional and local levels. Therefore, health and medical care responsibilities in Sweden is shared by the central government, county councils and municipalities. The Ministry of Health and Social Affairs provides for principles and guidelines for care at the national level, to set the political agenda for health and medical care, supervise the lower level activities, allocate grants and evaluate services to ensure proportionality to national goals periodically. At the regional level responsibility is on the county council who ensure that there is efficient health care delivery,
